18-Year-Old Arrested in Oak Lawn Shooting of 17-Year-Old Girl

An arrest affidavit has outlined critical details regarding the shooting of a 17-year-old girl outside a restaurant in the Oak Lawn area of Dallas on October 5, around 12:30 p.m.

Dallas police have arrested 18-year-old Roy Mendoza, who has been charged with aggravated assault and is currently held in the Dallas County Jail on a $500,000 bond. Mendoza is set to turn 19 on October 15.

Authorities apprehended him the following day, October 6, through the efforts of the U.S. Marshals Task Force.

The victim, identified as a 17-year-old female, was reported to be in critical condition at a local hospital following the incident.

According to court documents, dispatchers had directed police officers to the scene of the shooting at Black Tap restaurant, located in the 2400 block of Victory Park Lane.

Dallas County deputies, present in the area, heard the gunfire and were flagged down by bystanders indicating that someone had been shot. Upon their arrival, they discovered the young girl had sustained multiple gunshot wounds.

Deputies immediately began administering first aid and secured a firearm located next to the victim.

When police arrived, the victim was unresponsive, receiving treatment for her gunshot wounds in the back of an ambulance before being rushed to the hospital.

Several witnesses have identified the shooting suspect as Roy Mendoza, stating he was seen driving a red Nissan sedan and headed eastbound on Nowitzki Way after the shooting.

At least one witness captured video footage shortly after the gunshots rang out, which has been submitted to the police department as evidence.

One witness reported observing the victim possibly being dropped off for work at the time of the shooting. He described seeing a Hispanic male standing over a person on the ground and later recognized the victim as she lay bleeding and pleading for help.

Another witness recounted hearing about three gunshots and promptly called 911. This individual was uncertain of the suspect’s appearance but mentioned seeing a male standing over the victim, seemingly speaking to her.

A third witness further corroborated the account, detailing that upon hearing the shots, he saw a Hispanic male with a gun pursuing the victim. He reported that the suspect stood over the victim, yelling at her during the shooting.

Initially, the victim managed to communicate with hospital staff, informing them that she had been in a relationship with Mendoza for approximately a year and that he was responsible for the shooting.

Family members of the victim informed the police that they saw Mendoza waiting outside their home in a red Nissan Altima to take her to work, a routine he typically followed on Sundays.

Investigators have confirmed that the victim suffered multiple gunshot wounds during the attack. Notably, an employee at Black Tap restaurant indicated that the victim worked as a hostess at the establishment.

As of now, the motive for the shooting remains unclear.

In response to the tragic incident, Reach Hospitality Group, the management team for Black Tap Dallas, released a statement expressing their devastation over the shooting. They conveyed their concern for the victim and her family, stating that their team acted swiftly, calling 911 and remaining with her until emergency services arrived to transport her for medical care.

It is essential to note that the shooting did not occur inside Black Tap restaurant but rather on the Nowitzki side of the establishment.
