An arsonist intruded into the Pennsylvania governor’s residence during Passover, where Governor Josh Shapiro and his family were present upstairs. This incident, which occurred on the first night of the Jewish holiday, has raised serious concerns about security protocols and measures at the governor’s home.
The intruder, identified as an unemployed mechanic from Harrisburg named Cody Balmer, easily scaled a security fence, smashed windows, ignited two Molotov cocktails, and entered the house before escaping within minutes. Retired FBI Special Agent J.J. Klaver, now a security consultant, expressed disbelief that the intruder faced virtually no resistance during his actions.
“He never should have gotten over the fence. He never should have crossed the yard and reached the house. He never should have broken a window or got inside,” Klaver stated, emphasizing the multiple security failures evident in the incident.
The arson event took place just hours after Shapiro hosted a Seder for his family and local members of the Jewish community, leaving damages estimated in the millions of dollars, but fortunately, no one was harmed. “I’d be lying if I said it wasn’t jarring, scary to see that in the light of day, to see the areas where we’d either make memories privately with our kids or in the more public spaces,” Shapiro recalled in a statement.
Despite the alarming breach, Shapiro expressed optimism, vowing to rebuild stronger in the aftermath. Experts in security have noted that it is challenging to safeguard official residences that also function as public spaces.
Similar breaches have been reported in high-profile cases, including the White House and Buckingham Palace. Notably, Paul Pelosi, husband of former House Speaker Nancy Pelosi, suffered a violent attack in their California home in 2022.
Balmer’s motives for the arson remain uncertain, though he reportedly expressed hatred towards Shapiro and made references to Palestinians during a 911 call on the day of the incident. At 38 years old, Balmer currently remains in custody without bail while his defense attorneys seek a competency evaluation due to his mental health struggles.
The quick nature of the attack has also come under scrutiny. Pennsylvania state police, responsible for the governor’s security detail, stated that the incident unfolded in mere minutes. Troopers on duty had spotted the threat through security cameras and searched the grounds but were unable to apprehend the intruder during the incident. Lt. Col. George Bivens remarked, “It was a very quick event.”
Shapiro, who was awakened around 2 a.m. on Sunday by his state police detail, has reiterated his confidence in the agency while confirming that security measures will be enhanced in light of this incident. Klaver, who focuses on site visits with officials, noted that Shapiro typically has several members of his security team present.
In addition to personnel, experts believe that advanced security systems should be in place to keep up with evolving threats. John Geffre, the general manager of Unlimited Technology, a security systems integrator in Exton, Pennsylvania, remarked, “As people and groups get more creative, that’s where you need to adjust and learn. You’re always looking to do things better.”
Despite Balmer’s use of a basic method to create the explosives—utilizing gasoline from his lawn mower and a few beer bottles—his intentions raised grave concerns about the effectiveness of existing security measures. Balmer also indicated a plan to use a small sledgehammer against Shapiro if he encountered him.
Residents of the area expressed their disbelief regarding the security situation at the governor’s residence. Mohsin Siddiqui, who manages a nearby Sunoco station, stated he rarely noticed security outside the governor’s residence and was taken aback by the incident. “It’s a peaceful area. We had no idea this could even happen,” he shared.
Governor Shapiro divides his time between the state mansion, longstanding since its construction in the 1960s, and his home in Abington, a suburb of Philadelphia. Klaver emphasized that any security review should focus on assessing potential threats or vulnerabilities in the location and ensuring the protection of individuals within.
He further suggested that a centralized emergency office could monitor security feeds around the clock, which would significantly improve the response to such intrusions. “There should have been electronic security that detected all of that before he got close enough,” Klaver asserted, underscoring the need for thorough security enhancements.
