Federal Agents Arrest Second Asylum Seeker at Portland Immigration Court

In a developing situation at the Portland Immigration Court, federal agents arrested a second asylum seeker during a court appearance linked to his asylum case on Thursday.

The incident unfolded with the arrest of a 24-year-old Mexican national, referred to in court documents as Y-Z-L-H, which has raised significant legal and humanitarian concerns over the treatment of asylum seekers.

By the end of the day on Thursday, U.S. District Judge Michael H. Simon issued a critical order, prohibiting U.S. Immigration and Customs Enforcement (ICE) from removing Y-Z-L-H from Oregon without prior written notice and justification for such an action.

In the event that ICE had already transferred him, Judge Simon mandated immediate notification to both him and his legal representatives within two hours of the issuance of his order.

By Friday morning, court notifications revealed that ICE had indeed removed Y-Z-L-H from Oregon to a detention center in Tacoma shortly after 12:30 p.m. on Thursday. In response, Judge Simon instructed that ICE must guarantee Y-Z-L-H remains in Tacoma unless he is returned to Oregon.

Y-Z-L-H allegedly fled to the United States to escape death threats from a violent drug cartel known as La Familia Michoacana, which targeted him in 2023.

After his crossing at El Paso, Texas, in July 2023, the Department of Homeland Security permitted him to stay in the U.S. temporarily, releasing him from custody at that time.

His formal asylum application was submitted approximately a year ago, but recent developments have taken a troubling turn.

Attorneys Stephen W. Manning and Jordan Cunnings, representing Y-Z-L-H, claimed that the federal government is attempting a rapid deportation while dismissing his asylum plea without just cause.

According to their legal petition, he has complied with all required ICE check-ins, holds a valid work authorization document until July 19 of this year, and has continued his asylum process over the past year.
