On the afternoon of June 14, 2025, the Portland Police Bureau (PPB) managed a significant peaceful demonstration and march that attracted tens of thousands of participants.
As PPB officers began shifting their resources towards planned responses to ongoing protests near the ICE Building in the South Portland Neighborhood, they became aware of escalating criminal behavior within the crowd.
PPB had mobilized multiple units, including Dialogue Liaison Officers, the Rapid Response Team, Mobile Field Forces, a Sound Truck, and the Air Support Unit, all coordinated by an Incident Command Team.
At 5:49 p.m., PPB received information regarding an injury sustained by a federal officer due to the crowd’s actions.
In response, the Portland Police issued a public announcement urging the crowd to allow police and medical personnel to assist and to refrain from interfering.
However, as the situation deteriorated, PPB declared a riot later that evening due to ongoing criminal activity.
By 8:11 p.m., officers made the first arrest for Attempted Assault of a Public Safety Officer as the situation began to stabilize.
Meanwhile, it was confirmed that the federal officer did not require medical attention following the incident.
Throughout the night, PPB continued to monitor the situation, observing and addressing instances of criminal behavior, which prompted a series of targeted arrests.
Officers on bicycles conducted patrols to deter crime but recognized that their presence sometimes heightened tensions.
In such instances, the decision was made to temporarily withdraw while remaining prepared to respond to any new incidents.
At approximately 10:50 p.m., officers arrested a second individual for throwing a rock at the ICE building, during which some officers reported being pepper sprayed.
Despite the chaos, the suspect involved in the rock-throwing incident was not located, and no further injuries were reported.
As the night progressed, around 1 a.m., a third arrest was made on Southwest Macadam Boulevard, where an individual was apprehended for picking up traffic control devices and placing them in his truck.
The individuals taken into custody included Sabian Crisantos, 25, arrested for Attempted Assault of a Public Safety Officer, and Tyson Kahnert, 20, who faced multiple charges including Criminal Mischief in the First Degree and Attempted Assault of a Public Safety Officer, among others.
Additionally, Cory Oien, 38, was arrested for Theft in the First Degree and Driving Under the Influence of Intoxicants (DUII).
All three suspects were booked into the Multnomah County Detention Center without delay.
It is vital to highlight that the arrests made during this operation were strictly related to violent actions and property destruction, not to the exercise of constitutionally protected free speech.
PPB emphasized its commitment to addressing violent behavior while maintaining the rights of individuals to peaceably assemble.
Moving forward, officers will continue to follow up on instances of criminal activity, making additional arrests and submitting cases to the Multnomah County District Attorney for prosecution as needed.
While immediate arrests may not occur amid rapidly shifting tensions, PPB assures the community that investigations into criminal acts will persist.
Chief Day has outlined the PPB’s stance on immigration enforcement in a letter to the community, reinforcing that they will not engage in immigration enforcement as defined by PPB Directive 810.10, but will focus on maintaining public safety and upholding state laws.
