Atlanta-based Windsor Stevens Holdings has unveiled new plans for The Frazier, a mixed-use infill project in downtown Chamblee after more than five years of development.
Originally conceived as a smaller condominium project, The Frazier has evolved into a transformative development that will feature a blend of apartments and retail spaces.
One notable change in the revised design is the addition of another floor, bringing the total to eight stories, thereby making it the tallest building in the city. This height increase is being portrayed as a signal of a new era of urban growth in Chamblee, according to the project officials.
The project is set to be developed at 3553 Chamblee Dunwoody Road, on the site of a former auto facility. Windsor Stevens has also acquired a neighboring 0.4-acre parcel, which previously housed an auto repair building, to expand the size of The Frazier.
The Frazier is designed to include 315 apartments and is estimated to cost around $115 million to complete.
In addition to residential units, the development plans to incorporate approximately 10,000 square feet of retail space at street level.
Among the retail offerings will be 6,000 square feet designated for culturally rich restaurant spaces, aiming to deliver an immersive experience of the city’s diverse culinary landscape and create a landmark destination for the community.
Windsor Stevens has made sustainability a priority, as The Frazier is intended to be a certified EarthCraft project, emphasizing green infrastructure, electric vehicle charging stations, and bike parking.
There will also be special promotions for some units targeted at teachers and first responders, reflecting a commitment to support local essential workers, as noted by the developers.
Rod Mullice, a developer with Windsor Stevens, shared with Urbanize Atlanta that the team plans to initiate the permitting process in September, with the goal of beginning construction in the first quarter of 2026.
The architectural vision for The Frazier comes from Cooper Carry architects, with landscape architectural support from Eberly & Associates and construction by CBG Building Company.
Windsor Stevens has collaborated closely with Chamblee officials to ensure alignment with the city’s vision for future livability and urban development.
“By transforming parcels that currently yield limited value into a thriving, walkable community hub, we’re creating a project that will have generational impact,” Mullice stated, highlighting the project’s significance for the community.
Initially branded as “The Gordon,” The Frazier was intended to feature for-sale condos, with construction slated to start in March 2020, but the COVID-19 pandemic caused substantial delays.
At that time, early marketing efforts indicated the initial phase would consist of 24 homes priced starting in the $200,000s, featuring units ranging from 501 to 1,098 square feet.
Once completed, The Frazier will join other multifamily developments that have recently emerged around Chamblee’s downtown area. Last year, the Lumen Chamblee project debuted nearby, followed by City Heights, collectively adding over 560 new apartments to the district.
In addition to The Frazier, recent city developments include Fish Bolt Park, a new stormwater-capturing greenspace expected to begin construction by the end of 2025. This park will be located at the former MARTA stormwater detention pond acquired as part of Chamblee’s trails and parks expansion initiative, abutting the two-mile Chamblee Rail Trail.
Windsor Stevens plans to release more visuals and construction updates for The Frazier in the coming weeks, further elevating anticipation for the project.
