Cato Institute Hosts Series of Events in October on Emergency Spending and Social Security Reform

The Cato Institute is set to hold an exciting series of events this October focused on emergency spending and the vital discussions surrounding Social Security reform.

The first event is scheduled for October 7 at 2 PM ET and will take place as an online Congressional staff event, titled “The $15 Trillion Emergency Spending Loophole.”

This event aims to shed light on the staggering $15 trillion in spending that Congress has allocated through emergency designations since 1991, an amount that accounts for half of the publicly held debt of the United States.

During this online discussion, participants will engage with fellow congressional staffers to explore how lawmakers can address and rein in these fiscal abuses.

The discussion will highlight legislative proposals currently before Congress aimed at curbing these emergency spending loopholes, followed by a live Q&A session.

The next event will be a Cato on Tour reception in Austin, Texas, on October 8 at 5 PM CT.

Attendees will enjoy a cocktail reception and insightful conversation featuring Romina Boccia, who will discuss her recently published book, “Reimagining Social Security: Global Lessons for Retirement Policy Changes.”

Boccia’s book provides practical reform options aimed at balancing fiscal sustainability with retirement security, all while preserving individual liberty.

In addition, Travis Fisher, Cato’s director of energy and environmental policy, will share insights from his recent experience at the Department of Energy.

Following the Austin reception, the focus will shift to Washington D.C. on October 22 at 8:45 AM ET for an important event titled “Saving the Trust Funds,” organized by the Committee for a Responsible Federal Budget (CRFB).

This event will kick off CRFB’s Trust Fund Solutions Initiative—a new initiative aimed at developing innovative solutions for Social Security, Medicare, and the Highway Trust Fund.

It will feature two panels; one will present creative proposals to strengthen Social Security and Medicare while the second will address broader policy and political challenges in achieving long-term trust fund solvency.

Romina Boccia will be among the featured speakers at this pivotal discussion, which will begin with breakfast at 8:00 AM at the Hilton Washington D.C. Capitol Hill.

Finally, on October 30 at 9 AM, the Cato Institute will host a Public Book Forum in Washington D.C. as well as online for the official launch of “Reimagining Social Security,” co-authored by Romina Boccia and Ivane Nachkebia.

The forum will feature presentations and panel discussions with leading experts in retirement and fiscal policy, allowing attendees to engage in critical talks about evidence-based reforms intended to restore Social Security’s fiscal sustainability.

For in-person attendees, a complimentary breakfast will be served at 8:15 AM and lunch at noon, while the forum will also stream online from 9 AM to 2 PM ET.
