RedPeak, a leading multifamily owner, developer, and manager based in Denver, has appointed Josh Foley as its new Chief Executive Officer. This decision follows an extensive national search for a suitable leader to succeed Mark Windhager, who co-founded RedPeak and is retiring after 25 years of dedicated service to the company.
Windhager has played a pivotal role in growing RedPeak from its inception in 2001 to a portfolio that includes over 50 communities serving more than 5,000 residents. He will transition into the role of Senior Advisor for a short period to facilitate a smooth handover of responsibilities.
In highlighting Foley’s selection, Windhager expressed confidence in Foley’s exceptional operational skills, particularly regarding portfolio management and team building.

Foley, who has over 25 years of leadership experience, has come from some of California’s most competitive property markets and has held significant roles at The Irvine Company and Essex Property Trust. Throughout his career, he has prioritized creating environments that foster employee retention and build strong community relationships.

Foley’s commitment extends beyond the business realm; he actively supports organizations that address homelessness and has gained valuable insights into how proper housing can transform lives. He holds a business degree and an MBA from Pepperdine University and enjoys an active lifestyle involving tennis, hiking, and skiing in his leisure time.
Under Foley’s leadership, RedPeak aims to continue its people-first approach—prioritizing residents, employees, and community partners—while setting new benchmarks in Denver’s evolving multifamily landscape.
In a separate announcement, HKS, renowned for its innovative architecture, has appointed David Morris as the principal and office director for its Denver studio. Morris brings a wealth of experience in architecture, interior design, and urban planning, and is well-known for his contextual design approach and landmark projects such as 1401 Lawrence and 1701 ‘One Platte’. His leadership is expected to usher in a new era for HKS in the Mountain West region, particularly within the mixed-use sector.
Sam Mudro, president and CFO of HKS, highlighted the firm’s robust history in Colorado, noting transformative projects ranging from the Four Seasons Denver to the Ritz-Carlton Bachelor Gulch. He expressed confidence that Morris’s innovative leadership and solid ties within the Denver design community will further enhance HKS’s practice in the area.
Morris, excited for his new role, stated, “I’ve long admired HKS’s ability to pair innovation and technical rigor with thoughtful, intentional design. This is a firm that embeds deeply in the places it works, and that alignment with Denver’s evolving identity is what excites me most.”
In taking the lead at HKS, Morris will focus on regional growth strategies while fostering robust design teams and client relationships across various sectors including mixed-use, commercial office, residential, hospitality, and health.
The firm’s commitment to enhancing urban development and sustainable design reflects its ongoing investment in the America West, with a notable portfolio of projects.
Among these projects are the Lincoln Property Company Denver Innovation Campus, a 790,000 square foot innovation district currently in development; the transformative renovation of the US Air Force Academy Falcon Stadium set for 2024; and the Aurora Highlands Master Plan, a visionary 350-acre mixed-use development focused on community-centered health care solutions.
Additionally, past projects include the Denver Health Outpatient Medical Center, a facility designed to integrate specialty clinics and telehealth services; and a dual-branded hotel, Le Méridien / AC Hotel, in downtown Denver.
