Man Arrested for Murder After Stabbing Former Girlfriend in Portland

A 28-year-old man from Battle Ground, Washington, has been arrested and charged with the murder of his former girlfriend in a stabbing incident that occurred on July 19 at a residence in southeast Portland.

S Mate Joseph is currently in custody at the Clark County Jail facing murder charges and first-degree burglary, along with multiple warrants related to other cases pending in Clark County District Court.

The victim, identified as 24-year-old Neilyann Ysman, died from a stab wound according to the Oregon state medical examiner.

Portland police reported that they had prior interactions with the couple, which included a disturbance that led to a tragic incident involving Joseph’s younger brother, Clayton Joseph, who was fatally shot by Vancouver police in 2019.

On February 19, 2019, responding to reports of a disturbance at an apartment complex located at 1221 S.E. Ellsworth Road, police learned that S Mate Joseph was intoxicated and acting aggressively towards Ysman.

Witnesses reported that Clayton Joseph threatened others with a knife during this disturbance.

Three Vancouver police officers were dispatched to the scene. As they attempted to subdue S Mate Joseph, a fourth officer, Cpl. Roger Evans, arrived and encountered Clayton Joseph approaching from behind, holding a knife.

Evans ordered Clayton to stop and drop the knife, but the teen did not comply and instead advanced toward him, resulting in Evans shooting Clayton.

An autopsy confirmed that Clayton Joseph was killed by a single gunshot wound to the chest.

The Clark County Prosecutor’s Office conducted a review of the incident and concluded that the officer’s actions were justified, stating that although the loss of Clayton’s life was tragic, Officer Evans acted reasonably in a high-pressure situation.

In the more recent stabbing case, Portland police were alerted to the scene when a 4-year-old child called 911 stating, “My dad killed my mom,” and identified S Mate Joseph as the perpetrator.

Upon arrival, law enforcement discovered Ysman dead inside the home.

Hours later, S Mate Joseph himself placed a call to 911 from an apartment complex in Vancouver. He admitted to having committed a crime and indicated that he had stabbed “someone I love” earlier that day in Portland.

During the call, he expressed uncertainty about the location of the stabbing but provided a house number that matched where Ysman was found.

When the Vancouver police SWAT team apprehended S Mate Joseph, they discovered that he had a bloodied knife hidden in his waistband.

Blood was also observed on his shoes and socks, further tying him to the crime.

During this arrest, he allegedly made remarks indicating a desire for the police to harm him.

The investigation into this incident is ongoing as law enforcement pieces together the circumstances surrounding the tragic loss of life.

With the serious nature of these charges, S Mate Joseph’s upcoming court appearances will be closely monitored as the case unfolds.
