The Snyderville Basin Planning Commission has recommended that the Summit County Manager approve an 885-unit, mixed-use development project located in Kimball Junction. This development aims to include a transit center, commercial spaces, and affordable housing.
This is not an entirely new project, as it had previously faced challenges in the planning stage. Back in 2020, planning commissioners sent a negative recommendation to the Summit County Council regarding the project before it was eventually approved in December 2024. However, due to a lack of formal agreement by the development firm, Dakota Pacific Real Estate, the project has necessitated a new agreement process.
Recently, Dakota Pacific submitted a new administrative development agreement for the Park City Tech Center to the Planning Commission. Most terms and standards of this agreement are similar to those approved by the County Council last year, though certain minor adjustments have been made. These include the submission under Senate Bill 26, which updated state law concerning Housing and Transit Reinvestment Zones (HTRZ) in the area surrounding the Tech Center.
Community Development Director Peter Barnes stated that under S.B. 26, the approval process has shifted from a legislative to an administrative one, giving the Summit County Manager, Shayne Scott, final land use authority.
