New York State Struggles with Real ID Compliance Ahead of May 7 Deadline

STATEN ISLAND, N.Y. — A recent CBS News analysis has revealed that fewer than half of the identification cards issued by the New York Department of Motor Vehicles are compliant with the Real ID regulations set to come into effect on May 7, 2025.

Currently, approximately 43% of New York IDs meet the Real ID standards, putting the state ahead of some neighboring regions but still trailing others in nationwide compliance.

New Jersey, for example, has only 17% of its IDs compliant, while Pennsylvania stands at about 28%. In contrast, states like Wyoming and South Dakota boast full compliance, with 100% of their state-issued identification cards meeting these federal guidelines.

Starting from the deadline, individuals in the U.S. will face restrictions on using traditional state-issued identification for certain federal purposes, such as boarding domestic flights. Instead, they will need a compliant document that adheres to Real ID standards.

Travelers with a valid U.S. passport, which is Real ID compliant, may continue to use it for federal purposes, including domestic air travel.

Important information provided by the Transportation Security Administration (TSA) indicates that while individuals without a Real ID may still be allowed to board flights, they should brace for potential delays, additional screening, and the possibility of not gaining access to security checkpoints.

The REAL ID Act was enacted by Congress in 2005, following the 9/11 Commission’s recommendations for establishing identification standards. As outlined by the Department of Homeland Security, this law instituted minimum security standards for the issuance of driver’s licenses and identification cards, while also prohibiting the acceptance of noncompliant cards for certain official purposes.

The deadline for compliance will officially arrive on May 7, 2025, when individuals aged 18 and older planning to fly domestically or visit specific federal facilities will be required to possess a Real ID or another acceptable form of identification, such as a passport.

In addition to the Real ID, New Yorkers have the option of obtaining an “Enhanced ID.” This identification costs $30 and not only complies with Real ID standards but also allows holders to reenter the U.S. by land or sea from Canada, Mexico, and select Caribbean nations without needing a passport.

For those interested in obtaining a compliant ID, the New York Department of Motor Vehicles (DMV) offers the option at any of its locations. However, residents are advised to gather necessary paperwork prior to their visit.

To apply for a Real ID or Enhanced ID, applicants will need to provide several documents, including:

– Proof of identity, such as a valid license, birth certificate, or passport, with the full first, middle (if applicable), and last name as required by federal law.

– Proof of Social Security Number or evidence of ineligibility. Those with a valid New York license, permit, or ID must present either their original Social Security card or a W-2 that includes their full Social Security Number. If an applicant does not have a New York state license or ID, they need to supply either their Social Security card or a letter from the Social Security Administration confirming their ineligibility.

– Proof of date of birth.

– Documentation showing U.S. citizenship, lawful permanent residency, or temporary lawful status within the United States.

– Two separate proofs of residence within New York State, such as a utility bill, bank statement, or mortgage statement (Note: P.O. Boxes are not accepted).

Furthermore, if the name on the applicant’s license, permit, or non-driver ID application does not correspond with the name displayed on the proof of identity, lawful status, or Social Security documentation, they must present court or government-issued proof of the name change, including a marriage license, divorce decree, adoption papers, or a court-order document.
