Furthermore, within 30 days of the order, the Secretary of Energy is tasked with developing a uniform methodology for assessing current and anticipated reserve margins across all regions of the bulk power system governed by the Federal Energy Regulatory Commission.
This new methodology will identify regions with reserve margins below acceptable thresholds with the goal of fortifying system reliability.
To ensure a thorough analysis, the methodology will account for a variety of grid conditions and operating scenarios based on historical events and performance.
Once developed, the methodology will be published on the Department of Energy’s website, along with any analyses produced, within 90 days from the order’s issuance.
The Secretary of Energy will also establish a protocol to regularly assess the developed methodology and its results.
This protocol aims to identify generation resources critical to system reliability and includes mechanisms to retain these essential resources within regions deemed at-risk.
Moreover, the order stipulates measures to prevent any identified generation resource with a nameplate capacity greater than 50 megawatts from leaving the bulk-power system or switching fuel sources if such conversions would lead to a net reduction in accredited generating capacity.
The executive order contains general provisions stating that nothing within it shall impair the authority granted by law to any executive department or agency or affect the functions of the Director of the Office of Management and Budget regarding budgetary or administrative proposals.
