With only six months in his leadership role, Thune’s challenge is exacerbated by the necessity of securing the support of his colleagues while managing critical dissent within the party.
Republican senators remain largely favorable toward the bill; however, Thune can only afford to lose four votes given the unified opposition from Democrats.
Many Republican members have expressed concerns regarding the version passed by the House, which narrowly cleared the chamber with just one vote.
As the July 4 deadline set by Trump looms closer, Thune must adeptly balance the conflicting demands of his fellow senators without jeopardizing their support in the House, which had already faced significant discord during the legislation’s initial passage.

North Carolina Senator Thom Tillis highlighted the importance of Thune’s leadership during this critical period.
“This is when John’s leadership is going to be desperately needed,” Tillis remarked, especially as he referenced fellow Republicans, including himself, who are concerned about specific aspects of the bill, such as the phaseout of energy tax credits.
Thune has made it clear that failure to pass the legislation is not an option, emphasizing the necessity for the party to succeed despite individual disagreements.
“We have to succeed,” he affirmed, noting that while certain pieces of the bill are contentious, a united effort is essential for advancement.
To facilitate cooperation, Thune has taken a proactive approach, meeting with senators to hear their concerns and suggestions.

Florida Senator Rick Scott, who previously had a contentious relationship with McConnell, has also noticed the difference.
Having run against Thune for the leadership position, Scott described Thune as receptive to the views of others.
“There’s a greater chance they will go along with something,” Scott said, referring to the increased chance of bipartisan support when senators feel heard.
Despite their prior differences, Thune has successfully reestablished a working relationship with Trump.
After openly criticizing Trump during the 2020 election cycle for pushing to overturn his defeat, Thune’s endorsement of Tim Scott in the 2024 presidential primary initially strained their relationship.
However, the two have since reconciled, and Thune has sought to strengthen his ties with the White House, meeting with Trump several times to discuss the legislation.
While Thune’s collaborative approach has garnered acceptance from both Trump and GOP senators seeking change, the path to passing the bill remains riddled with obstacles.
Each request from senators cannot be accommodated, and Thune will ultimately have to make difficult decisions to attain passage.
Republican Senator Mike Rounds believes that Thune has already affirmed his leadership skills by efficiently processing Trump’s Cabinet nominations through the Senate and blocking contentious California air regulations.
Rounds remarked that Thune’s commitment to listening and working collaboratively has positioned him as a “winner” within the conference.
“Everybody wants to work with John,” Rounds stated, highlighting the positive reception Thune has received amidst his peers.
Thune has also implemented changes to Senate procedures, shortening the length of voting periods and enhancing efficiency.
While some senators experienced frustration adjusting to this new policy, Rounds noted the adjustments have ultimately led to respect from both Republicans and some Democrats alike.
Despite the discomfort of initial changes, Rounds added with a hint of humor that senators learned quickly, stating, “If you want to vote, make it on time.”
