In recent years, the issue of migration into the United States has intensified, highlighting significant challenges in ensuring access to basic rights such as health care.
This is especially pertinent for migrants with irregular status, who often face considerable barriers when seeking medical services.
In light of these challenges, Mexico has introduced a groundbreaking consular model that integrates diplomacy, humanitarian action, and direct support for its citizens abroad.
The Health Windows (Ventanas de Salud or VDS in Spanish), initiated in 2003 as a collaboration between Mexico’s Ministry of Health, the Institute of Mexicans Abroad (IMME), and the Mexican consular network in the United States, stands out as one of the nation’s most effective preventive care initiatives for its migrant population.
These Health Windows provide a variety of services including medical guidance, preventive health screenings, referrals to community medical services, and health education—all offered in Spanish and within a secure environment.
With over 500 partnerships—including clinics, hospitals, universities, and civil society organizations—the Health Windows operate in all 53 Mexican consulates across the U.S., serving approximately 1.5 million individuals annually while emphasizing prevention and rights for the migrant community.
During the COVID-19 pandemic, the effectiveness of the model was evident, as it facilitated the vaccination of 26,414 maquiladora workers between May and June 2021, and subsequently, 450 minors aged 12 to 18 from Baja California.
The Consulate General of Mexico in San Diego reported that in 2024 alone, more than 30,000 women and 20,000 men sought assistance, including 4,000 pregnant women, 2,500 children, and nearly 1,000 individuals from the LGBTQ+ community.
These statistics underscore the increasing demand for health services and demonstrate the diversifying profiles of those confronting hurdles in accessing healthcare.
More than basic welfare, this initiative reflects a foreign policy dedicated to upholding human dignity.
Addressing the heightened vulnerability experienced by migrant women due to gender, immigration status, and socioeconomic factors has been a unique aspect of Mexico’s approach.
In response, since 2015, the Women’s Comprehensive Care Window was established, ensuring that all consular services, including health care, adopt a gender-sensitive framework.
This specialized Women’s Comprehensive Care Window provides psychological counseling, legal assistance, shelter referrals, and specialized support for women experiencing violence, discrimination, or abandonment, thereby promoting comprehensive care focused on the dignity, autonomy, and safety of migrant women.
Additionally, this initiative contributes to strengthening Mexico’s feminist foreign policy and has been replicated across all Mexican consulates in the U.S. and at several embassies worldwide.
In pursuit of the objectives set forth by the Women’s Comprehensive Care Window, Mexican consulates forge strategic alliances with local entities, spanning local governments, universities, mobile clinics, and mental health resources.
These collaborations enable the delivery of broader and more specialized care that is tailored to the distinct needs of each community.
Innovative efforts, such as binational health fairs in rural areas and bilingual mental health programs in urban locales, further exemplify the flexibility of the consular model.
Beyond merely providing health services, these initiatives bolster Mexico’s image as a responsible, accessible, and committed state for its citizens living abroad.
With a reputation for responsiveness to intricate issues like migration and health care access, Mexican consular diplomacy has emerged as one of the most active and internationally recognized.
Programs like the Health Windows and the Women’s Comprehensive Care Window illustrate how consular protection can serve as a powerful vehicle for social transformation, centered on dignity, inclusion, and the protection of human rights.
The success of this model heavily relies on the commitment, sensitivity, and dedication of the members of the Mexican Foreign Service who strive daily within the consular framework to bring this vision to life, keeping the individual at the core of diplomatic endeavors.
In facing global challenges that require determined and sustained responses, improvisation is not an option.
President Claudia Sheinbaum’s commitment to supporting Mexican communities abroad signifies a historic opportunity to enhance consular diplomacy with a long-term strategy aligned with the principles of a feminist, supportive, and human-centered foreign policy.
